Oil pollution act may not help everyone harmed by spill
WASHINGTON — From President Barack Obama’s administration on down, it’s become a mantra of government leaders: BP Plc is the “responsible party” for the Gulf of Mexico oil spill and will cover the bills for response and cleanup.
