this disaster was obviously planned and is obviously being dragged out as long as possible. the more damage the better. how do you get a global population to move onto the NEXT phase of fuel? you cause a global disaster with the current one, OIL, and therefore when you put carbon tax on oil everyone will be OK, IM OK WITH THAT.
